Mr. Giardina has over 15 years of complex real estate experience specializing in federal real estate outgrants, leasing and Public Private and Public-Public partnerships (P3/P4). He has seven years of experience managing, financing and developing federal real estate as a former U.S. Army Corps of Engineers Project Manager and Realty Specialist for the Enhanced Use Lease (EUL) Program advising the Assistant Secretary of the Army (ASA), Deputy Assistant Secretary of the Army for Installations and Housing (DASA I&H), Deputy Assistant Secretary for Installations and Energy & Sustainability (E&S),the Headquarters-Chief of Real Estate Army Corps of Engineers (HQUSACE) and Chief of Real Estate for Baltimore on the acquisition.
Mr. Giardina managed the EUL Program under the authority of Title 10 U.S.C. 2667, including solicitation, award, post execution management, policy guidance and the Office of Management and Budget (OMB) lease scoring and compliance. Furthermore, Mr. Giardina has advised several agencies within the Department of Defense regarding the development of renewable energy solutions utilizing EULs, housing privatization, Energy Service and Performance Contracts (ESPCs), power purchase agreements (PPAs) and other P3/P4 ventures. In addition to his federal career, Mr. Giardina has financed utility scale renewable energy projects and ESPCs, created a $100 Million-dollar bond issuance in asset backed securities, and developed several wireless communication sites throughout the mid-Atlantic region.
Mr. Giardina is a subject matter expert on a variety of complex leasing issues including telecommunications, residential housing, renewable energy leasing, compliance with OMB, and the Financial Accounting Standards Board and Generally Accepted Accounting Principles and Securities and Exchange Commission reporting standards. Mr. Giardina is a PMP with an MBA in Finance and B.S. in Communications.
