Vice President, Asset Management Services
Mr. Heslin is Vice President and Director of Asset Management Services. Mr. Heslin is a former US Army officer with more than 25 years of federal experience and over 15 years managing Public-Private and Public-Public Partnerships (P3/P4) focused on mission critical real property utilization and optimization initiatives. Mr. Heslin's extensive management and technical delivery experience encompasses natural and built infrastructure recapitalization, development, and privatization initiatives for Department of Defense, Department of Energy, and the Department of Veterans Affairs, including Intergovernmental Support Agreements (IGSA), Enhanced Use Leases, Real Property Exchange, Base Realignment and Closure (BRAC) Implementation, Housing Privatization and Renewable Energy development.
Mr. Heslin's real estate development and advisory experience includes General Services Administration (GSA) property utilization and disposition, Target Asset Review studies, capital stock valuation, market analysis, technical and economic feasibility studies, Business Case Analysis, legal and financial deal structuring, negotiations and closing. As Director of Asset Management Services, Mr. Heslin oversees client service, contract management, and delivery of SIA’s asset management consulting services contracts including the Air Force Community Partnership Program (AFCP), providing P4 Deal Closer support at numerous Air Force bases. Mr. Heslin also oversees the Air Force Real Estate Support Services (RESS) contract, providing real estate, energy, and engineering expertise for Enhanced Use Lease (EUL) projects, and the U.S. Army Office of Energy Initiatives (OEI), supporting Army renewable energy development goals through P3/P4. Mr. Heslin oversees Air National Guard P3/P4 support, providing real estate valuation and disposition of underutilized assets, as well as the Army Reserve (ARIMD) P4 program, providing energy, environmental, and engineering service leadership. Mr. Heslin’s expertise also includes CERCLA process implementation, environmental condition of property studies, and NEPA analysis.
Mr. Heslin is a PMP with a BS in Environmental Science (United States Military Academy, 1991) and a MS in Environmental Engineering (Manhattan College, 2003).
