Our Story
SIA was founded in 2012 by Dr. Srini Neralla as a professional services engineering and consulting firm specializing in program and project specific solutions in Environmental Consulting, Engineering, Remediation, and Radiological Services. In September 2015, SIA qualified to be in the US Small Business Administration’s 8(a) Business Development Program facilitating greater participation in more federal contracts and boosted our growth.
SIA diversified into Infrastructure Asset Management and Energy Consulting Services with help from its mentor, TerranearPMC LLC (TPMC) and later acquired the Infrastructure Asset Management group in 2017. This enabled SIA to quickly build our capabilities, experience, expertise, and add resources, in this targeted business area under the leadership of Mr. Harry Kleiser.
Following our strong commitment to our client centric culture, SIA further expanded services to meet our clients greatest needs. Listening to our clients’ challenges with constrained budgets and the need to keep up with rapid growth in technology advancements, SIA aligned its services to match these needs. Specifically, SIA supported the U.S. Army Corps of Engineers core mission with an advanced robotics solution by building a team with academia that has developed, designed, and will be building one of the largest robotic platforms every made in the US.
We have positioned projects for the U.S. Army, U.S. Air Force, U.S. Navy and U.S. Marine Corps that leverage innovative procurement strategies to include Intergovernmental Support Agreements (IGSA) and Other Transactional Authority (OTA) agreements that include energy resilience innovations, infrastructure, and installation services all saving significant costs to DOD.
We are combining our strength in environmental and asset management to develop third party financed solutions in the beneficial reuse of dredge material at major ports across the world. In addition, we presented and have been selected for a CSO contract by the U.S. Air Force that offers innovative approaches in helping the Department of Defense, Military, and their families with improved communication through leveraging 5G networks.
In June 2021, SIA merged with Salas O’brien, a premier engineering and facility planning firm. The merger vastly expands our broader capabilities and potential for services.

Srini Neralla
Dr. Neralla is the Founder-CEO of SIA Solutions and has over 20 years’ experience supporting Federal Government Programs and Projects and is a proven leader with demonstrated experience in environmental consulting and engineering services. He is passionate about building and maintaining strong client relationships by maintaining open and honest communications and establishing a clear understanding of expectations.
Dr. Neralla’s experience includes investigation and remediation programs under the comprehensive environmental response, compensation, and liability act (CERCLA); resource conservation and recovery act (RCRA); and toxic substances control act (TSCA) to name a few. He is also experienced in working with low-level radiological waste (LLRW)/mixed wastes; characterization and remediation of radiologically contaminated sites; final status and closure surveys (under MARSSIM Guidance); depleted uranium (DU) contaminated sites; and military munitions response program (MMRP) sites. He has managed multiple site programs and projects ranging from several thousands to multimillion dollars in contract value both CONUS and OCONUS.
Dr. Neralla has received commendations from government and commercial clients and regulators for his technical knowledge, leadership, management skills, and unmatched customer service. Dr. Neralla has participated and presented at several professional conferences and was a Keynote Speaker at the 3rd International Symposium on Chemistry and Environment in Kuwait. Dr. Neralla obtained his MS and Ph.D. degrees from Texas A&M University, College Station, TX.
Harry Kleiser
Mr. Kleiser is the President of SIA Solutions with more than 28 years of experience supporting DOD and Federal Government Programs and Projects. He has led the growth of clients and staff across the firm landing SIA on the INC 500 list of fastest growing firms in the United States over the last 5 years. He leads a multidisciplinary senior management team that has managed large Programs and Contracts ranging from $500M to $3M in size for services that include Infrastructure Asset Management, Environmental, Technology and Robotics.
Mr. Kleiser has led multiple large infrastructure projects to successful completion for the Department of Defense and U.S. Army Corps of Engineers, leveraging private financing under Public-Private and Public-Public Partnerships (P3/P4) models. Mr. Kleiser is an expert in applying emerging technologies to solve asset management challenges. These projects, valued over $2B in total value, include climate mitigation, technology development beneficial reuse, and robotics applications for infrastructure, energy, technology, environmental and water resources projects.
Mr. Kleiser is on Board of Directors for the Association of Defense Communities (ADC) and actively supports community initiatives around DOD installations. His projects have been nationally recognized by the American Planning Association, the United States Air Force, and the Society of American Military Engineers for excellence in management, innovation in design, planning, and outstanding integration of environmental practices into planning. Mr. Kleiser is a Professional Engineer with a BS in Civil Engineering from the University of Delaware and a MS in Technology Management from the University of Maryland.
Mr. Angelilli’s experience in government contracting has primarily included work with the U.S. Departments of Defense and Energy, among other Federal agencies; and work with both government and independent auditors. Mr. Angelilli’s experience includes financial statement preparation and analysis; pricing analysis of cost proposals; maintaining internal control policies and procedures; business valuations; cash flow analysis; budgeting; and establishing overhead cost structures.
Mr. Angelilli is a Certified Management Accountant with a BS in Organizational Management from Wilmington University and a MS in Finance from Northeastern University.
Mr. Heslin specializes in procurement and acquisition strategies for large and small unfunded government construction requirements, and he is passionate about instilling asset management principals and best practices into real property investment, reshaping and divestment decision-making. His extensive experience covers military housing, mission facilities, utilities, industrial/warehouse and multi-modal transportation. Mr. Heslin’s technical expertise includes appraisals and valuation studies, market analyses, decision modeling, performance diagnostics, stakeholder engagement & meeting facilitation, technical and economic feasibility studies, Business Case Analyses, course of action analyses, solicitation and proposal analyses, deal structuring, negotiations and closing.
Hillary Bassett
Ms. Bassett is a Vice President and a Senior Policy Analyst with SIA Solutions with more than 25 years of DOD, Project Management, Federal Energy Program, Legislative and Strategic Communications experience to include her over 19 years working in the Pentagon. As a Senior Policy Analyst, Ms. Bassett is responsible for technical support to the Renewable Energy and Public-Private Partnership Divisions of the company.
Ms. Bassett coordinates strategic activities including communications and external engagement across federal, state,
and local organizations. She is a member of the team responsible for development and implementation of energy and privately-financed solutions for our clients, including multiple levels of the Air Force. Additionally, Ms. Bassett served as the lead for a Property Disposal project at Tyndall AFB. Ms. Bassett has a B.A. in Political Science from George Washington University and a M.A. in Liberal Studies from Georgetown University.
Jon Vernau
Mr. Vernau is a retired U.S. Army officer with more than 25 years of active duty and civilian experience with government civilian and military clients providing program management, operational planning and strategic analysis. Mr. Vernau is a proven contributor to enterprise-wide success through expertise in policy and strategy development, operations excellence and continuous improvement. Mr. Vernau is focused on emerging technologies including automation, robotics, and beneficial re-use programs.
Mr. Vernau supported Headquarters Air Force, Operational Training, to develop policy based on detailed analytic processes for the implementation of Operational Training Infrastructure asset scheduling and utilization reporting. In addition, Mr. Vernau led and executed Air Force and Army Public-Private and Public-Public Partnerships (P3/P4) programs focused on mission readiness, sustainability, and community engagement. Mr. Vernau has extensive experience engaging senior domestic and foreign
government officials, representing the United States government in bilateral and multilateral negotiations, and developing and implementing international security agreements. Mr. Vernau excels at policy and strategy development, defense planning, operations, logistics, infrastructure development, strategic analysis, and project management., and has led discussions involving the National Security Council, Office of the Secretary of Defense, the Joint Staff, Department of State, the intelligence community, and other agencies.
Mr. Vernau has an MA in Eurasian, Russian and East European Studies from the School of Foreign Service at Georgetown University and a BS in Mechanical Engineering from the United States Military Academy.
Patrick Giardina
Mr. Giardina has 20 years of complex real estate experience in public-private-public-public transactions (P3/P4) in the asset management, telecom, and energy sectors. In addition to his experience as a telecommunications expert and investment banker, he has seven years of civil service as a former U.S. Army Corps of Engineers Program Manager- Civil Works for Program Projects and Management Division and as Senior Realty Specialist for the Enhanced Use Lease (EUL) Program advising the Assistant Secretary of the Army (ASA), Office of the Assistant Secretary Installation Management (OACSIM), Deputy Assistant Secretary of the Army for Installations and Housing (DASA I&H), Deputy Assistant Secretary for Installations and Energy & Sustainability (E&S),the Headquarters-Chief of Real Estate Army Corps of Engineers (HQUSACE) and Chief of Real Estate for Baltimore including the managed including solicitation, award, post execution management, policy guidance and the Office of Management and Budget (OMB) lease scoring and compliance of complex leasing actions.
Furthermore, Mr. Giardina has advised several agencies within the Department of Defense and directed specific actions as a
Contracting Officer’s Technical Representative Officer for the Privatization of Military Housing, Energy Service Performance Contracts (ESPCs), Utilities Privatization (UP), Intergovernmental Support agreements(IGSAs), Power Purchase Agreements (PPAs), Major Land Acquisition Waivers (MLAWs), and Real Property Exchange (RPX).
In addition to his federal career, Mr. Giardina has financed over $80M utility scale renewable energy projects and leasebacks, and created a $100 Million-dollar bond issuance in asset backed securities, and developed over 100 wireless communication and co-location sites throughout the mid-Atlantic region.
Mr. Giardina is a known subject matter expert on a variety of complex leasing issues including telecommunications, residential housing, renewable energy leasing, compliance with OMB, and the Financial Accounting Standards Board and Generally Accepted Accounting Principles and Securities and Exchange Commission reporting standards. Mr. Giardina is a CEM, PMP with an MBA in Finance and B.S. in Communications.
Ms. Sojda’s expertise also includes providing research and analytical support for clients, with a focus on encroachment and compatible land use, renewable energy management, natural resource management, noise management, and strategic communication and stakeholder outreach and engagement.
Ms. Sojda is an expert facilitator, certified Project Management Professional, holds an MS in Organizational Leadership and Ethics, and served in the United States Peace Corps in Zambia from 2011-2013.
Mr. Howard is responsible for developing and administering company-wide human resources policies, procedures, and practices in accordance with stated corporate objectives and federal and state legal requirements. Mr. Howard is also responsible for developing a compensation and career progression program and manages employee-relations activities and employee recognition programs.
Mr. Howard graduated from Arizona State University with a bachelor’s degree in Human Resource Management and from Keller Graduate School of Management with a Master’s in Human Resources.
